The California Democratic Party Bylaws (Article VI) provide that an Assembly District Election Meetings (ADEMS) be held in each of the 22 CDP Regions in February of each odd-numbered year to elect 7 “self-identified female” and 7 “other than self-identified female” to be Assembly District Delegates (ADDs) to represent the Assembly District they are registered in. These elections are open to all California Democrats.

Rules & Timeline (2026–2027)

The following timeline governs the 2026–2027 CADEM Assembly District Election Meetings (ADEMs), which elect Assembly District Delegates (ADEMs) to the California Democratic Party.

• All times are Pacific Time. 
• Candidate registration is open for 30 days. 
• Candidate statements may be submitted for one week after candidate registration closes. 
• Electronic voter registration closes one week before electronic voting credentials are distributed. 
• Electronic voting begins three weeks before the in-person ADEM meetings. 
• Electronic voting and in-person participant registration both close at 6:00 p.m. on the final day of voting. 
• Voter registration verification must be completed within three days after voting concludes. 
• Final ADEM election results are due 15 days before the DSCC certification deadline. 
• The DSCC deadline occurs 60 days before the California Democratic Party Convention. 

Regional Directors, CDP staff, and the CDP Chairs shall:

• Select ADEM Conveners. 
• Work together to identify and secure voting locations for each Assembly District. 

Post-Election Executive Board Meeting

• Virtual meeting. 

ADEM Candidate Orientation

• 6:00–7:30 p.m. 
• RSVP required. 

Candidate Registration Opens

The goal is for registration to open after the Fall Executive Board meeting.

CDP Office Closed.

• Electronic Voting Registration opens. 
• In-Person Participant Registration opens. 

Participant registration begins after staff has returned to the office for at least three business days.

Candidate Registration Closes
